During the visit, the Japanese minister will meet with his Ukrainian counterpart Andrei Sibiga and Ukrainian President Vladimir Zelensky, Kyodo reports.
The purpose of the visit is to demonstrate Tokyo's position on Ukraine in its struggle with Russia and North Korean troops.
Iwaya became the first Japanese minister to visit Ukraine since Prime Minister Shigeru Ishiba took office last month.
Iwaya arrived in Kyiv by train from Poland.
