A retired US major general believes that Russia is trying to intimidate Ukraine and its partners.

Russia attacked the Dnieper with an intercontinental ballistic missile to force Ukraine to abandon further long-range weapons strikes on Russian territory. Retired US Major General Mark McCarley told CNN.
