Merkel is made a “scapegoat” for the war in Ukraine: the ex-chancellor defends her position

Former Federal Chancellor of Germany Angela Merkel said that they are trying to blame her for the start of the war in Ukraine. Merkel's critics say Putin dared to attack Ukraine because she prevented Kiev from getting a NATO Membership Action Plan at the 2008 NATO summit in Bucharest.
Angela Merkel said this in an interview with Spiegel.
