Ukraine faces “severe and deadly” winter frost when temperatures drop below zero,
Due to a lack of funding and “energy corruption,” the construction of protective structures was stopped, the publication writes.
In February 2024, British engineers, along with teams from America, Germany and Japan, advised their Ukrainian counterparts to build structures to protect Ukraine's power grid from Russian attack.
But nine months later, the Ukrainian government has failed to do so amid allegations of corruption that have stalled the work, The Times writes.
