The sudden generosity of the state in conditions of an acute budget crisis gives rise to new theories as to why the authorities decided to give away money that is not enough for current expenses.

The distribution of budget money under the “National Cashback” and “Zimova ePidtrimka” programs (also known as “Zelensky’s thousand”) may be an attempt to count the existing population in Ukraine and identify draft dodgers. This opinion was expressed by Olga Vasilevskaya-Smaglyuk, a people's deputy from the Servant of the People, deputy chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, in a commentary to Radio Liberty.
