If you have more items in your hand luggage than the airline allows, but you are willing to pay for their transportation, you cannot be denied boarding. This is the law.

Each airline has its own rules about what you can take in hand luggage. Typically this is a suitcase or bag measuring up to 55x40x25 cm and weighing up to 10 kg. If your carry-on baggage is larger, staff may ask you to check it as checked baggage and pay extra for this.

If you agree to pay for the carriage of hand luggage as baggage, the airline cannot refuse you. Even if your hand luggage did not meet the rules at the time of check-in, but then became larger, the airline should offer you to check it in as baggage for an additional fee.
