Ruben Voskanyan, a resident of Dnipropetrovsk Oblast, was involved in the installation and detonation of an improvised explosive device near the premises of the TCC and JV in Dnipro.
This was reported by journalist Andrii Tsaplienko with reference to his own sources in law enforcement agencies.
“The terrorist who detonated an explosive device near the TCC in Dnipro is probably named Ruben Voskanyan,” he wrote, publishing a photo of the suspect.
