Most Ukrainian units are only 30% staffed, the expert says.
Problems with personnel in the Ukrainian army are related, in particular, to historical reasons. This opinion was expressed on Radio NV by Anatoly Khrapchinsky, an aviation expert and deputy director of a manufacturer of electronic warfare equipment.
“This problem had to be solved since 2004, when every government that came promised to create a professional army. The problems go back far. And even in 2014 there was not a single attempt to fill the Defense Forces, properly form reserves and make additional resources so that the required amount of forces can be collected,” Khrapchinsky said.
