North Korea – sending troops to Russia was an initiative of the DPRK,
US officials believe Kim Jong Un has not demanded immediate payment from Putin, but instead expects favors in the future.
Previously, the United States assumed that it was the Kremlin that first turned to North Korea with a request to send troops to help in the war with Ukraine. However, US intelligence agencies now believe that it was originally North Korea's idea, not Russia's, although Vladimir Putin quickly accepted it, writes the New York Times.
