If during boarding it turns out that a passenger’s hand luggage exceeds the carrier’s permissible standards, but the person is ready to check it in as luggage and, if necessary, pay for this service, the airline does not have the right to refuse him transportation. This is expressly established by law.
Each airline independently determines the size and weight of hand luggage allowed in the cabin. Typically this is a suitcase or bag measuring up to 55x40x25 cm and weighing up to 10 kg. If the dimensions or weight of a passenger's hand luggage exceeds these standards, company employees at the check-in counter or at the gate may require that it be checked in as luggage at an additional cost. But they are required to first measure and weigh things to confirm the excess.
