If during boarding it turns out that the passenger’s hand luggage exceeds the carrier’s allowable standards, but he is ready to check it in as baggage with an additional payment, the airline does not have the right to refuse transportation. This is established by law.
Each airline sets its own standards for hand luggage, usually a suitcase or bag up to 55x40x25cm and weighing up to 10 kg. If the dimensions or weight exceed these standards, employees may require that it be checked in as baggage at an additional cost, but must first measure and weigh the items.
If a passenger agrees to pay for the carriage of hand luggage as baggage, the carrier cannot refuse him boarding on the flight. Even if the hand luggage met the standards at the time of check-in, but then increased, the airline must offer to check it in as checked baggage and pay extra.
