Cigarette prices will rise in 2025 – how much will a pack cost – Ukraine
The Verkhovna Rada approved in general the law on increasing the excise tax on tobacco products. Therefore, prices in Ukraine will increase significantly.
People's deputy of “Holos” Yaroslav Zheleznyak reported this.
“Next year, a pack of cigarettes will increase by about UAH 40. Maybe more, as excise taxes will be tied to the euro by this law and will gradually approach the EU's minimum requirements,” the deputy informed.

According to the law, in 2025, the specific excise rate on cigarettes with and without a filter will be increased by 23.4% – from 47 to 58 euros per 1,000 pieces. The minimum tax liability for the payment of excise tax will increase by 23.9% – from 63.45 to 78 euros per 1,000 pieces.
In addition, rates will be calculated not in hryvnias, but in euros.
