ISW: increasing war spending will not allow Russia to strengthen its military capabilities


Dictator Putin signed the budget of the Russian Federation for 2025, which increases military spending.

The increase in defense spending, which will be laid in in Russian budget, is not able to strengthen the military potential of the Kremlin, but it can allow to continue the war against Ukraine.

This is stated in the report of the Institute for the Study of War (ISW).

Analysts recalled that Russian dictator Putin signed a decree approving the federal budget for 2025 and the draft federal budget for 2026-2027 on December 1. According to the document, expenditures on military needs make up about 41% of all budget expenditures.

ISW continues to assess that an increase in Russian military spending, while dangerous, does not necessarily equate to a simultaneous increase in Russian military capability, especially given that a significant portion of the funds go to pay benefits…
