Mark Merrill, co-founder of Riot Games and one of the creators of League of Legends, recalled this in his comment on Reddit. According to him, Riot was not so important about the money they would spend on creating the series. Moreover, initially at the stage of budget approval there was talk about 5 seasons, and this meant much higher expenses.
