This opinion was expressed by Ella Libanova, director of the Institute of Demography and Social Research of the National Academy of Sciences of Ukraine, in an interview with the BBC.

“If we do not return the women, the men will leave. In other words, we must try to return as many people as possible from abroad in order, in particular, to reduce the new exodus from here.
