There will be no discrimination: the ombudsman explained the state's position on the problem with passports abroad

The rules of military registration are the same for all citizens of Ukraine, regardless of their place of residence.

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, explained that Ukrainian youths who are abroad currently cannot obtain or exchange a passport of a citizen of Ukraine or a foreign passport if they do not have a document on military registration. The same rules apply to them as to those who remained on the territory of Ukraine.

Passport services refuse to provide document processing services to those who are not recorded in the “Oberig” Conscript Register, in particular to those who left Ukraine before the start of the war, as well as to men under the age of 25 who are not subject to mobilization.
