According to ISW, Ukraine has only recently begun to receive the weapons and capabilities necessary to conduct modern large-scale combat operations. Thanks to this, the Defense Forces will be able to carry out operationally significant counter-offensives, provided that the West enhances the development of Ukrainian capabilities on a large scale.
