Russian ruler Vladimir Putin has said a change in Ukrainian power is a prerequisite for negotiations with Russia, calling into question the legitimacy of Ukrainian President Vladimir Zelensky.
As the Institute for the Study of War (ISW) reported, on December 16, Putin again returned to the narrative about the illegitimacy of the Ukrainian government, repeating the fake thesis that the Ukrainian Constitution supposedly allows only the extension of the powers of the Verkhovna Rada, but not the president, even under martial law. He accused Ukraine of violating constitutional norms by extending Zelensky's powers.
