The SBU reported suspicion to the Deputy Chief of the General Staff of the Russian Armed Forces, Colonel General Alexei Kim, on whose orders a missile was fired at a hotel in Kramatorsk.

“It was Kim who signed the directive and gave the combat order to fire at the hotel where only civilians were located,” Reuters quoted the SBU report as saying.

The SBU reported that the Russian colonel general involved one of his subordinate missile forces units to carry out the attack. According to Kim's orders, his subordinates hit the hotel with an Iskander-M ballistic missile.
